Reconstruction & Relief Tax- Housing Construction

On March 16, 1957, a devastating earthquake struck southern Lebanon, destroying thousands of homes and leaving tens of thousands homeless. In response, the Lebanese parliament established the Reconstruction Authority (Caisse de Reconstruction) and introduced compulsory postal tax stamps (إغاثة وتعمير - Relief and Reconstruction) on inland mail to fund disaster relief and finance the rebuilding of affected villages and modern housing units.

Issued in 1956, this semi-postal reconstruction stamp (LIBAN / لبنان) features a design depicting architectural site plans and residential construction in progress, showing workers on a scaffolded house. Printed by Imprimerie Saikali, it symbolizes national solidarity and civic contribution toward post-disaster recovery.
